Mac finder spinning arrow by iPhone

Trying to restart my iMac and it says it cannot complete operation because an iOS device is doing something. My phone is idle, no icons or anything happening that I can see. I even did a restart on the phone. iMac will still not restart. On the iMac, open a finder window, and in the sidebar is my iPhone with a spinning arrow? My phone automatically backs up, as it did at 1 AM earlier today. So it should not be backing up again, and does not indicate that is what is happening.

iMac 27″, macOS 10.15

Just noticed, at the bottom of the finder window in very small print is says, "Syncing artwork (4 0f 4) - waiting for items to copy".

Again, have no idea why this is happening. I deleted on photo from Favorites earlier, that is all I have done with Photos.

Have no idea what artwork it is working on.

turned the phone back on and connected it to the iMac with a USB cable. Went to the iMac finder window, clicked on the iPhone in the side bar (still spinning arrows), at the bottom of the iPhone finder window clicked 'Sync'. Almost instantly the spinning arrow went away.

Have no idea what was happening.
