Hi, this is Jacob Patterson and I received an apple watch as a present and the person did not remove the activation lock. Is there anything you can do to help me remove it so I can set it up under my account?

The person that gave you this watch needs to follow all these steps;
How to remove the activation lock so somebody else can use it
If they can't or won't then the watch is of no use to you.
Ask the person you got it from.
Nobody on these boards can remove it, and nobody at Apple will unless supplied with its original purchase receipt. The activation lock is an anti-theft measure.
