Disable voicemail on iPhone X

Can the voicemail be disabled on an iPhone? I have had numerous calls with Verizon, and I am yet to figure out if it can or how. They directed me at one point to Apple, and then Apple says that is something controlled by the carrier. My last call with Verizon left me with them doing additional research and hopefully I will hear back from them in 3 to 5 days.

If you wish to have voicemail disabled, you need to call your carrier. Voicemail is a carrier feature. They can turn it on or off at their discretion. The disable it in your account. If the representative couldn't do that, ask for a supervisor or higher level support. Telling you to contact Apple is not what needs to be done. Apple has no control over your voicemail.
