why can't i turn on my iCloud Photos without a pop up coming up that says "Photos and videos synched from Finder will be removed. Syncing photos via Finder is not supported when iCloud photos is turned on" Your photos will be removed

Because you synced photos from your iTunes/finder via computer. As the message states syncing photos using finder/iTunes isn’t supported.
