message that storage is full when it's not

On the ipad and iphone I can no longer receive emails; I get the message that icloud storage is full. However, on my ipad there is clearly plenty of storage left available. Should I just buy more icloud space, or is there another option?

Storage It says that my icloud storage is full and because of that i’m receiving no emails but i just got a new phone and my icloud storage isn’t full so i don’t know how to fix this problem.
