I'm trying to reinstall on latest Big Sur version.

I got
"No users available for authorization" error.
I already tried "resetpassword" from below.

finally, i went to apple store and got it fixed!
Actually, "resetpassword" flow is correct but a little bit confusing.
Had same issue. BigSur is sensitive to how you erase your drive. You will likely need to reinstall from a bootable drive or other mac
