Can’t download apps
I Haven’t been able to pay to apo store subscription and now Its Not Letting Me Downloaf Even The Free Apps! Is There A Way That Can Be Bypassed Or Overridden?

You need to pay any pending purchase or subscription you may have. You will not be allowed to download apps until your debt is paid.
Add a verifiable payment method too your account to compare the pending payment.
And no, there is no way to bypass that requirement. You owe Apple money for something you were subscribed to and have not paid for.
