No.

You own an over 7-year old, 2013 iPad Air 1.

That iPad model cannot upgrade/update beyond any version of iOS 12, which is currently at iOS 12.4.9.

The internal hardware in that iPad is too underpowered to run all the new, advanced and processor intense features of iPadOS.

FYI,

If your iPad COULD upgrade/update, it would only upgrade/update to the very latest version of iPadOS, which is currently at iPadOS 14.2.

Your iPad model is forever stuck with some version of iOS 12.

Currently, most third party iOS app developers are still supporting iPad models that are still running iOS 12, but this will change as more time passes.

Your iPad model is too old, now.

Sorry.

If you need/want an iPad with the latest, up to date iPadOS with access to the most current, updated apps, then you really need to seriously consider a new iPad model OR a much “newer” , used iPad model capable of running the latest iPadOS versions. There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.

Sorry & Best of Luck to You!
