I have transfered the app IGO-Navigations from Iphone 6S to Iphone SE. There was an inapp purchase (maps from Europe) which i bought in sept. 2017. After transfered to the new Iphone these maps disappeared. How to solve this problem?

You must be logged in to the same Apple ID on the new phone that you used on the old phone. Open Settings. If it displays a message to log in to iCloud at the top do so. If it shows that you are logged in to a different Apple ID you will have to log out of that one and log in to the previously used Apple ID/iCloud ID.

Check in the settings of the app to see if there is a restore purchases option.
Did you subscribe directly with the app provider, rather than through the App Store? That would explain why Restore Purchases doesn’t work, and also why it doesn’t appear under Subscriptions. ➡️ Get help with subscriptions not billed through Apple - Apple Support
I have several apps where I have direct subscriptions with the app provider.
Was this a one-time charge, or is it a continuing charge? If it was one time it may have been for a specific device; you would have to subscribe again for a new device, or transfer your device registration (I have one app like that [a Chinese dictionary]; a subscription is only for one iPhone. When I got a new phone I was able to transfer the subscription to the new phone by contacting the app provider.)
OK, then go to Settings/[your name]/Subscriptions and you should be able to find and renew it.
There is a restore purchases option with the message: Log on your iCloud / iCloud drive account to get access to your subscription you bought on another unit. But I don't know how to handle this.
I am logged in with the same Apple ID on both phones.
Here I can read: You have no subscriptions (on both the new and the old phone)
For this subscription I have a bill from Apple dated 06 sept 2017. (I have downloaded a copy)
