I live on a river and the closest city is 3 miles by road.
The closest city as a crow flies is 2 miles is on the other side of the river,
but 15 miles by road. How can I get Siri to locate the shortest driving
distance without specifying the city, as I am not a crow, nor can I fly?

I suspect I misunderstood your question. If you're not specifying a destination, how are you expecting Siri to give you a route?
“Siri navigate to Target” will give directions to the target that is 3 miles as the crow flies, which is a 20 mile drive instead of the one that is a 4 mile drive. I don’t want Siri to use as a crow flies I’m not a crow and I can’t fly.
How do get Siri to stop using as a crow flies to find navigation directions?
