Go to Settings > Privacy > Advertising and you’ll find the option to Limit Ad Tracking and Reset your Advertising Identifier.

It’s not there anymore in iOS 14. The closest is Settings/Privacy/Apple Advertising, where you can turn Personalized Ads on or off. Reset Advertising Identifier is no longer offered.

If you turn off Personalized Ads that essentially turns off both ad tracking and the removes the advertising identifier.
But I suggest raising the issue with Apple Support using the Contact Support link at the top of this page.
