If my iphone has been lost and there was no security code on it, is there a way to shut it off permanently?

Did you enable "Find My Phone" on it BEFORE it was lost? If so, then the following article should prove helpful:
Your best bet is to contact your carrier and tell them you've lost your iPhone in some regions at least they will permanently delete your phone if you claim it as lost

Ask your Employer:
Ask the Technical Department at work to fix this, if it is a work phone. I would suspect, they would be the ones handling it.
Backtrack your Locations:
Where were you the last time you lost it? If you were at a cafe or a retail store, then stop in, and see if it has been handed over to Store Management. Also, consider asking local law enforcement if they have come across it.
If you're saying that "Find My Phone" was not enabled, then you won't have to option to disable it ... even if you try via an IMEI number. Is this your employer's phone or a personal phone (with your Apple ID) that you use for work? If the latter, I strongly suggest that you immediately change your Apple ID password.
