help me please , to add my device again

1 month ago someone rubbed my iphone i did lock my phone with my iphone but somehow rubbers get in to my email and change my apple id password and then get into the find my iphone and remove the lock phone and delete it from my list what i must do now? how i must add it to lost my iphone again since i dont have it in my devices?
