I do not have the apple phone or email linked to my apple id. can i get a new apple card and link to my new apple id
See if you can recover the ID/password.
Apple ID - How to find your Apple An iCloud e-mail address is an Apple ID.
For the Apple ID password, enter the Apple (iCloud) ID and click Forgot Password.
You should be able to get a new card that will be linked to your new ID.
