Screentime causing child to enter password 3 times to download an app or game

No idea why Apple closed that discussion since it wasn't answered causing me to have to recreate the post.
Child on a brand new iPad 10.2 (2020) device with Screentime enabled must enter her password THREE or FOUR TIMES to download an app. She also uses a PIN to unlock her iPad. When she clicks "Get" on any app, she must:
FIRST type her password on a screen titled "Apple ID Password".
A SECOND time on a screen titled "Sign-In Required"
At that point she taps a blue "Install" button.
Then she must tap "Ask" on the "Ask Permission" window
After I approve it on my phone she has to go back to the app in the App Store and tap Get AGAIN
The THIRD password entry is on a screen titled "Apple ID Password"
Then sometimes a FOURTH time on a screen titled "Sign-In Required"
Then she must tap the blue "Install" button again.
Absolutely ridiculous. Turn off Screentime and it only asks for the password one time, I approve the request, and it automatically starts downloading.
