If you purchase the GPS+Cellular watch and don't want to use it at this time you do not have to activate it. If you purchase a GPS only watch you cannot add cellular to it later.
No problem, your Apple Watch will work perfectly well through your iPhone without activating its cellular functions. You just don’t get the standalone cellular functions. That is exactly what I did, because I bought my watch with only a few months of network contract before I wanted to switch to a new network.
