Can you drag and drop a backup from a pc/laptop directly to the iphone? I forgot my encryption password but the back up is on my pc. How can I retrieve my backup to restore the phone without getting the password.

Restoring from a backup file has a defined process and it does not involve drag and drop or other methods. If you have forgotten the password to your encrypted backup then you will not be able to restore. You will, however, have unlimited guesses at the password to that file.
