Apps don’t fit screen
I recently got the IPhone 12 but apps such as Instagram and TikTok do not fit the screen so this means that I can’t click on anything at the bottom of the screen and the top of the screen is also cut off

It sounds like this might be a feature called Reachability. You can enable and disable this using the steps from the section "Turn on and use Reachability" here: Adjust touch settings on iPhone
However, if that's not it, take a few moments to complete the steps for one of the apps with the issue from this page: If an app unexpectedly quits, stops responding, or won’t open
