Family Sharing
I have it set up but cannot see family members purchased apps therefore unsure what each member can access without being charged again.

Super helpful Eric and thanks again. One last thing. If other members have their own credit cards established as method of payment for their Apple ID iTunes/App purchases, will that be the default method of payment or will it default to the organizers method of payment?
You are welcome. Purchase sharing has to be on to share content.
Have your family members buy/redeem Apple cards to their account. Charges will be deducted from the account balance before the organizer's credit card is charged.
Thanks Eric. So, you HAVE to turn on Purchase Sharing to share content? If I want my family members to have their own method of payment, I cannot utilize the family sharing feature?
