Sure, you can buy more iCloud storage with the credit card you have tied to your account.
But before you buy more storage, you need to be aware it is iCloud storage, which will permit you to sync more data with the cloud. It will NOT however, EVER increase the amount of space you have to store anything on your phone. iPhone storage is fixed at purchase and cannot be increased further.
