I placed my order with credit card on delivery payment method. but I don't have credit card. Can I use debit card on delivery time.

If there is not a valid credit card that the amount can be billed to, I would guess that the product will not be shipped. Apple routinely places a temporary authorization hold to make sure the card is valid.

And, if you are using home delivery, no, you cannot use a card at that point - it is delivered by a carrier like UPS or FedEx and they do not handle payments.
