Big Sure requires a 2014 or later iMac. Please see the system requirements in https://support.apple.com/kb/sp833?locale=en_US

No. You can upgrade to Catalina which will be supported by Apple for the next few years. So if your iMac is doing what you want now you can keep using it.
Warning: if you consider upgrading to Catalina know that any 32 bit apps that you have will not work and you'll have to get them updated/upgraded or get alternate apps that are 64 bit. To find out which of your apps are 32 bit download and run the free GO64 app.
It doesn't matter why, what matters is you cannot upgrade a 2013 iMac beyond Catalina 10.15.7. It is what it is. Apple did not publish the reasons why and we cannot speculate about them per the Terms of Use we all agree to on these forums. So the bottom line is if you would like to run Big Sur you need a newer Mac and there are many alternatives for that!
So, it's this means this computer should go to the garbage?
No, it means you can't install Big Sur.
It is temporary or permanent for my model?
Permanent.
