Error: Rosetta is not currently available in your country or region.

I just got my Mac mini with M1 chip.

I have tried running different intel apps (Chrome, Edge, etc.) but it won't install Rosetta. Screenshot below.

I have also tried command line trick, but no success. Screenshot below.

Every time it keeps giving this error "Rosetta is not currently available in your country or region". I have even tried changing region from United States to United Kingdom, but same error.

Someone else was facing similar error on this post earlier, but it doesn't seem that there was any solution provided.

Please help.

PS: It's frustrating that Apple won't pre-install Rosetta!
