If you have extra iCloud storage on your current phone, does it cancel once you get a new iPhone?

No. It is linked to your Apple ID and can be used by all devices using that Apple ID for iCloud (e.g., both your old and new phone if you use the same Apple iD for them). If you want to cancel the upgraded storage, cancel by downgrading to the free 5GB plan. See instructions in: https://support.apple.com/en-us/HT207594
