Can I use Siri when I am away from home without using my hotspot?

Why if I have cell data on, can’t I use Siri when I am away from home without using my hotspot? Iphone7 tells me Siri cant be used because no internet. Is this new? Ive used siri on the road before without any problems or special setting. I have always listen for hey siri on and cell data on.
