Changing country/region

Why I can’t change the country/region? I want to add the bank cards from my own country. I am already back to my country now and cannot download any apps at this moment. I think I don’t have outstanding balance, but just to be sure, how do I check it or settle the balance if it is what is preventing me from changing my region.

Please help me. Thank u.
