Buying previously owned Apple Watch series 5

I bought an Apple Watch 5 from a friend. Can I just sync it to my iPhone XR with out using a cellular number for watch and paying for a watch plan on AT&T of $10. I don’t want or use watch as a separate cellular line.

Yes you can pair it without using the cellular part,the watch will function as a GPS only watch which means in order to make calls and send texts you need to have your phone with you.
