You are not addressing Apple here. We are end users like you can have no more info that you.
Did you get an e-mail confirming the order? There are links there to contact Apple sales. with any questions. Once it ships, the shipping confirmation you see after logging in shows a link the invoice:
iPads are in high demand so nothing ships "right now." You will not be charged while the device is still on the production line. Charges are incurred when the device reaching shipping.
