You need to secure your AppleID, not your devices. See -> If you think your Apple ID has been compromised - Apple Support
Your devices are fine. It’s your AppleID that has been compromised, giving whomever has it the ability to sign into your iCloud account, and even restore your iCloud backup to their device.
Have you enabled 2 factor authentication and enrolled a trusted device you have physically in your possession?
I had one time had put my husband on there to be the two step verification but I removed him along time ago and this was a new device and I can’t remove it it won’t let me and also my contacts I cannot see at all I can you Siri to get them but I can’t see them on my phone phone
I have done that several times and my password gets changed
