Used Apple Watch has activation lock on it

Bought a used Apple Watch and cannot pair it because activation lock is still on. Contacted the seller who then contacted Apple to disconnect said watch from their Apple ID and supposedly it has been done but I still

cannot pair as it still says activation lock is still on. Help?
