I purchased the .99 a month extra storage and it charged me but is saying my storage is full again?

You purchased iCloud storage, which is used for syncing to other devices and for backups. It does not add any storage to your phone. See ➡️ iCloud Deconstructed - Apple Community.

There is no way to add storage to an iPhone. It will never have more storage than it had when you bought it.
