Chrome won't Force Quit - Can't reset Mac or Uninstall it

Chrome won't force quit, I've tried using the force quit menu/command, along with going to my activity monitor. In my activity monitor, chrome is grey and I'm not able to cancel it from there. I'm not able to uninstall it either, as it's apparently "open", and attempting to restart my Mac says the same thing. I've read that I can kill the application using a command line in terminal, but is this safe? I'm a little hesitant.

iMac 21.5″, macOS 10.15
