before it would be possible microsoft would have to sell their arm windows 10 version to other than OEM

microsoft currently only sell it oem (preinstalled on devices) and likely only include the exact drivers for the platform and likely do not have drivers for that much hardware compiled for arm (all drivers included with windows are made by the hardware manufactoreres and dilivered to microsft who then test them and if they work microsoft include them but they do not program any of them)
