Keychain

Are passwords stored in Keychain only available from the physical devices (Mac, iPhone & iPad)? Is there a way to access them via icloud.com?

What I'm trying to accomplish is giving an authorized third party a way to get my usernames passwords in case something happens to me and they don't have access to any of my devices.

Unfortunately there's no way to access passwords at iCloud.com but on a Mac, you can go to Finder > Applications > Utilities > Keychain Access.
