Should I move my SIM card to my new device before or after transferring data?

Before. Here are the full instructions ➡️ Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Note that if your new device is an iPhone 12 series you may need a new SIM to activate 5G. As your carrier.
