Phone is glitching

My Iphone would not turn off, so I powered it off and now it wont turn back on. It went to a force restart screen, and I do not want to restart it.

You will have to restore the phone to factory settings, then restore your backup. See ➡️ If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support

It was just the force restart/restore screen (with a computer and charger outline on the screen), and now it went back to what it was before (the apple logo, and it turns off every once in a while, and then the apple logo will show up again).
