I want to donlod my photos.
I lost all of my photos at 2 devaises

If the two lost devices were signed in with same Apple ID and password , it depends the photos are on iCloud server or not as after 30 days the photos are erased from iCloud server .
You can use a web browser and sign in with Apple ID and password of your iPhones at www.icloud.com and just check that photos are in recently deleted , if they are not found it means they are erased permanently and can't be recovered .
