If not can it be upgraded to IOS14 as it says it is IOS12

don't want to make bad buying decision

That is a model number for a 7th generation. It was originally released with iOS 12, but can update to iOS 14.

It is the current and only model available from Apple, so your options are limited to that one.

It is also the only model of iPod Touch that can be updated to iOS 14.
