I am trying to transfer my data from old iPad to new one and have tried iCloud and transfer from iPad to iPad it just keeps saying unable to complete transfer any ideas?

Have you tried restoring the new iPad from a backup of the old one? Is that what you meant by iCloud transfer? There are not too many troubleshooting steps in this information document about Quick Start, Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch - Apple Support however, it says if you need more help, contact Apple Support, and there is a link at the end of the support document.
What did not work about restoring from a backup? But I agree, that if you are experiencing that much difficulty with getting data from one device to another, you should contact Apple Support.
Thank you for taking the time to reply I have tried restoring from back up that didn’t work and also transferring from one iPad to another neither did that never had an issue before like this so think will have to contact Apple support
