The Apple Recommended answer here doesn’t make sense:

So shouldn’t the answer be “Yes, Apple One includes Apple Music, which includes iTunes Match”?
With all due respect to the Level 10 prognosticators, who no doubt do their best (and no doubt dont do what Apple says they cannot) to explain the latest decrees from above and help us all embrace ambiguity, it is laughable to anyone reading the canned response to this problem. If any of the user interface/copywriters/web content people for Apple are listening, please hear me out.
When you that the Apple Music membership gives you all the benefits of iTunes Match, plus access to the entire Apple Music catalog...what that is, is called blowing a bunch of smoke up into the collective posterior region of your audience. Because, ONE: a membership to Apple Music is by definition access to the entire Apple Music catalog. That access is not some bonus thing added on to Apple Music - it is not a PLUS. No, that is what it is and only that. And, TWO: while the Apple Music catalog is fairly impressive, one can also find plenty of limitations to accessing ALL the music, and also that catalog is subject to change based on rights to the music and agreements signed. Whcih is where you FAIL in claiming that iTunes Match is not needed, and so its not included in any of the plans, when signing up for Apple One.
It would really make so many people here happy just to hear Apple say, “you know what, you have a point, and we were in error - sorry that we bent reality just a tad.” And then your marketing team can put another spin on this thats easier to swallow. And everyone’s a winner, baby...thats the truth! So how bout it Apple?
Will Apple Music retain my list of owned (but not downloaded) music I have from iTunes Match? I don't want to 'lose' the list of my iTunes Match music.
I’ve found that there are many songs not available on Apple Music that I have in my iTunes Match. This should be known.
This news is sad. Apple One is not a truly equivalent service to Apple Music including the addition of iTunes Match.
Except Apple Music does NOT include iTunes Match.
