Can you provide a picture of your others storage?
The usual size of both system and others storage combined is around 8GB.
You can try to clear your safari’s history. Settings > Safari > Clear history and website data.

You’ll only need this if you are not able to backup to iCloud.
I mentioned it because people with so little Available space, usually have difficulty backing up to iCloud.
If such is your case, then you’ll probably need to borrow a computer from someone you trust, or make a Genius Bar appointment at an Apple Store.
I can’t able to use my phone because of this others storage . I don’t have any thing to delete . If I delete any photos or video’s or apps it was turning in to other’s
The others storage is located at the bottom. Can you scroll to the bottom end?
Have you tried clearing your safari history as I suggested above?
I have already cleared all the safari but still it was not decreasing
By the way, abisheksam10, it will help once you allow the iCloud Photos operation to complete: it will not be an immediate “fix”, but it will help over the longer term.
