This application requires iOS 10.0 or later. iPod Touch

I am setting up my old iPod Touch for a friend to use and I'm trying to download Apple Podcasts App but the error "This application requires iOS 10.0 or later. You must update to iOS 10.0 in order to download and use this application... OK" ! Keeps coming up. When I go into settings to check for updates it says "iOS 6.1.6 Your software is up to date." But obviously it isn't! How do I update to 10.0 or later?
