How can I change the country on my phone while I have a very small balance left in my account that doesn’t buy anything?

Can any one direct me to how to do that as in changing my country or region while I have .15 cents only left as a balance on my account. Because I bought 15 Euro Apple Card and I can’t redeem it on my phone because my payment method was set to The Netherlands, while now I am residing in Belgium!
