Does Apple have a program discounts for watch bands those who have handicap hand we cannot fasten the silicone band that comes with the watch.

Is there something like a Milanese loop that is affordable?

To answer your question there is no discount program. You can find 3rd party milanese bands that are far less expensive.

When you choose the Watch you wish to purchase from Apple, you are able to choose the band you want with it at the same time.
