I need to track my phone and the GPS is turned off

I have lost my phone and location services is off. How can I find it?

i think i lost my ipad, can i get a gps location on it? I just realized I dont know where my ipad is, I recently took a plane from tampa florida to jfk new york. Its possible I left it at the airport security, but im not positive. im about to check the hotel lost and found. Is there a way to get a gps location?
