recreate iCloud without TimeMachine?

Hi, my old MacBook suddenly crashed (a water accident). I had everything saved at iCloud but I didn't have Time Machine. When I try to google how to recreate everything in the old computer, I only find directions on how to do it when you have Time Machine. Can I recreate my Mac from the iCloud Drive whithout Time Machine? Thanks!

You cannot "recreate everything" using iCloud on a Mac (iCloud doesn't sync everything) but you can recover your Photos and your Desktop and Documents data if you had those options turned on in your old Mac. Turn on the same options in the new Mac and the data will sync to it. See information in Set up and use iCloud Photos - Apple Support and Add your Desktop and Documents files to iCloud Drive - Apple Support

You can also recover Notes, Contacts, Calendars and some other data by turning on the options at Apple menu > System Preferences > Apple ID > iCloud (assuming those options were turned on in the old Mac).
