"passwords.txt" - Unknown Document

I found the below doc that contains hundreds of passwords...none that I've used. "Get Info" results in providing more info on this document (2nd image).

It almost seems like a doc that resulted from a brute force attack.

Does anyone know what this is?

Are the Apple password data leak warnings credible? The warnings seem misleading. It reports I have 10+ passwords that have leaked. None are re-used passwords, none use the same login username, e-mail or ID. One entry is only a password without a matching username or e-mail. Are they just scanning the leaks for a password list and checking if your password exists in that list? That is the only way I can make sense of this.
