Family sharing iCloud

I added one family member for iCloud storage but then received an invoice for her 50GB iCloud plan, what does this mean since it shows that she is already sharing storage with me on Family Usage, we are both listed under family members with our size/usage

So why does this happen? Was that family member already subscribed to an individual iCloud storage subscription?
