VAT Deduction within the EU
If I have a Romanian company, can I buy from the UK or German Apple stores with deliveries either to those countries or Romania while being able to deduce the VAT?

Ok, so shipping to another country is out of the question.
Can I, then, buy it with a Romanian Business Card and deliver to the country of purchase? Basically this would allow for an immediate VAT return between the EU countries, making the products cheaper.
I think the card used for purchase needs to be issued in the same country of purchase.
But, we are just users guessing. You need to contact Apple and ask them how to purchase out-of-country and by-pass/reduce the VAT.
Apple-owned stores do not ship outside the country of purchase.
Apple will not ship anything anywhere without someone paying applicable taxes. Consider buying an Apple Gift Card that you can send to anyone anywhere.
There is an agreement between the different EU countries that VAT cancels out between them if you buy cross borders. So all taxes are, in effect, paid.
