In order to find the Orientation Lock button, it can be accessed within Control Center.

Once inside Control Center, you can find Orientation Lock as one of the first icons under the Wi-Fi, Bluetooth, and Airplane Mode buttons.

I do not have the lock button to turn it off and on.
Went to general settings and there is no lock setting.
I do have side buttons but they are for volume only.
It use to work and I don't know what happen.

I do not have a Lock icon under the the Wi-Fi, Bluetooth, and Airplane.
I did shut down the IPAD and restarted and now it is working fine.

We're glad to hear that restarting helped you resolve this issue. Normally, if you don't see the Orientation Lock icon in the Control Center, it would be because your iPad has the side switch. You did mention that the buttons are only for volume on your iPad, though.
If you do have the side switch set to be the mute button, and would like it to be the Rotation Lock, you can go to Settings > General then go to "Use Side Switch To" and select it.
